ABOUT THE PROJECT

The project aims to support Nepal in scaling up its geo-enabled digital microplanning system for immunization from pilot districts to nationwide implementation. NEPAL_GA Internal note

The technical assistance will help the government design the architecture and roadmap for national scale-up, rather than implementing the system itself.


Location: Nepal (with in-country travel as required) 
Duration: 4–5 months (initial engagement with possible extension)
Reporting to: Programme Director 

1.Senior Strategic Lead – Immunization Systems & Institutional Transformation

    Level of Effort : ~30 person-days (tentative) 

    Role Purpose 

    Provide overall strategic leadership for the engagement and lead the development of the National Geo-Enabled Microplanning Scale-Up Roadmap for Nepal. 

    This role ensures alignment with national immunization systems, governance structures, and digital health strategies.  

    Key Responsibilities

    • Lead the overall roadmap architecture and strategic framework 
    • Design the governance and data stewardship framework 
    • Engage with senior stakeholders at the Ministry of Health and Population (MoHP), WHO, and partners 
    • Ensure alignment with immunization system strengthening priorities 
    • Guide integration with broader digital health initiatives 
    • Lead strategic validation discussions and high-level consultations 
    • Oversee technical contributions from other team members 
    • Lead final review and validation of project outputs 

    Deliverables 

    • National Scale-Up Roadmap 
    • Governance and stewardship framework 
    • Strategic advisory report 
    • Stakeholder validation workshop 

    Required Qualifications 

    • Advanced degree in public health, health systems, global health, or related field 
    • 12–15+ years experience in immunization systems strengthening 
    • Demonstrated experience working with Gavi, WHO, or national immunization programs 
    • Experience advising Ministries of Health on national health strategies 
    • Strong leadership and stakeholder engagement skills 
    • Excellent written and verbal English communication skills 

    2. Digital Health / GIS Systems Architect

    Level of Effort : ~25 person-days (tentative) 

    Role Purpose 

    Provide technical expertise to assess the scalability, interoperability, and sustainability of the geo-enabled microplanning system when expanding from pilot districts to national coverage.  

    Key Responsibilities

    • Assess hosting, server, and infrastructure architecture 
    • Evaluate scalability of GIS workflows and digital microplanning tools 
    • Review interoperability with other national digital health platforms 
    • Conduct technical risk assessment for national scale 
    • Identify infrastructure constraints across districts 
    • Develop recommendations for technical sustainability 

    Deliverables 

    • Technical architecture assessment report 
    • Infrastructure scalability analysis 
    • Interoperability recommendations 
    • Sustainability strategy 

    Required Qualifications 

    • Degree in information systems, GIS, digital health, or related field 
    • 10+ years experience in digital health architecture or GIS systems 
    • Experience scaling national digital health platforms 
    • Knowledge of health data interoperability standards 
    • Experience working in LMIC health systems 
    • Familiarity with GIS tools and digital health ecosystems 

    3. Health Financing & Costing Specialist

    Level of Effort : ~18 person-days  (tentative) 

    Role Purpose 

    Develop a costed financial model for the national scale-up of geo-enabled microplanning and prepare an investment case for government and development partners.  

    Key Responsibilities

    • Develop district-level rollout costing models 
    • Distinguish capital vs recurrent costs 
    • Model multiple rollout scenarios 
    • Develop financial projections for a 3–5 year scale-up 
    • Prepare investment case documentation 

    Deliverables 

    • National rollout costing model 
    • Financial scenario analysis 
    • Investment case note 
    • Financing recommendations 

    Required Qualifications 

    Advanced degree in health economics, health financing, or public policy 

    • 8–12 years experience in health financing or costing studies 
    • Experience working with donor-funded health programs 
    • Expertise in economic modelling and financial analysis 
    • Familiarity with public health financing systems 

    4. Capacity Development & Systems Strengthening Specialist

    Level of Effort : ~22 person-days (tentative) 

    Role Purpose 

    Design an institutional capacity development framework to ensure that the geo-enabled microplanning system can be implemented and sustained across Nepal’s federal health structure.  

    Key Responsibilities

    • Design cascade training architecture 
    • Develop supportive supervision frameworks 
    • Identify capacity gaps across national, provincial, and district levels 
    • Develop an institutionalization strategy 
    • Align training approach with federal governance structure 
    • Provide recommendations for long-term capacity sustainability 

    Deliverables 

    • Capacity development strategy 
    • Training cascade framework 
    • Institutionalization roadmap 
    • Supportive supervision model 

    Required Qualifications 

    • Degree in public health, education, health systems, or related field 
    • 10+ years experience in health workforce development or systems strengthening 
    • Experience designing training systems for national programs 
    • Knowledge of capacity development methodologies 
    • Experience working with government health institutions 

    5. Data Analyst / Modelling Specialist

    Level of Effort : ~18 person-days (tentative) 

    Role Purpose 

    Provide analytical support for district readiness analysis, rollout modelling, and costing projections for the national scale-up roadmap.  

    Key Responsibilities

    • Analyze pilot program data 
    • Model district readiness tiers 
    • Simulate rollout timelines 
    • Support cost projections and financial modelling 
    • Develop data visualizations and analytical outputs 
    • Support evidence-based decision-making 

    Deliverables 

    • District readiness analysis 
    • Rollout modelling scenarios 
    • Data dashboards and analytical outputs 
    • Data inputs for costing model 

    Required Qualifications 

    • Degree in statistics, epidemiology, data science, or related field 
    • 5–8 years experience in health data analysis 
    • Strong skills in data modelling and quantitative analysis 
    • Experience with health information systems or public health data 
    • Proficiency in analytical software (R, Python, Stata, or similar) 

    6. Project Manager / Quality Assurance Lead

    Level of Effort : ~20-25 person-days (tentative) 

    Role Purpose 

    Ensure effective coordination, quality control, and timely delivery of all technical assistance activities and outputs.  

    Key Responsibilities

    • Coordinate team activities and schedules 
    • Track deliverables and milestones 
    • Facilitate stakeholder communication 
    • Manage internal review processes 
    • Monitor project budget and reporting 
    • Ensure quality control of deliverables 
    • Support logistics for workshops and consultations 

    Deliverables 

    • Workplan and progress tracking 
    • Deliverable management system 
    • Stakeholder coordination support 
    • Quality assurance reviews 

    Required Qualifications 

    • Degree in project management, public health, or related field 
    • 7–10 years experience managing complex technical assistance projects 
    • Experience coordinating multi-expert consulting teams 
    • Strong organizational and communication skills 
    • Experience working with international development projects
