ABOUT THE PROJECT

This regional project aims to strengthen antimicrobial stewardship and reduce antimicrobial resistance across the Greater Mekong Subregion. Working with Ministries of Health and key stakeholders in Cambodia, Lao PDR, Thailand, Viet Nam, and selected provinces of China, the project will focus on improving antibiotic prescribing and dispensing practices, particularly within the private sector and community pharmacies. Activities include conducting regional assessments, developing digital quality-improvement tools, and supporting the enhancement of national strategies and capacity to promote responsible antibiotic use and protect public health.

Project:  Antimicrobial Stewardship and reduce Antimicrobial Resistance (AMR) in the Greater Mekong Subregion (GMS) – Strengthening Regional Health Cooperation in the GMS.
Location: Work will be conducted across Greater Mekong Subregion countries, including Cambodia, Lao PDR, Thailand, Viet Nam, China (Yunnan or Guangxi provinces only).

Duration: Tentative 9 Mar 2026 – 31 Mar 2027, 12 months (possible extension if needed)

    Reporting to: Programme Director 

        1.Team Leader (International – intermittent, 6 person-months) 
        Key Responsibilities

        • Provide overall project governance and strategic oversight 
        • Manage project resources and coordinate the consulting team 
        • Ensure delivery of all project outputs, including contributions to AMR National Action Plans 
        • Serve as the main liaison with the ADB Project Officer and WGHC Secretariat 
        • Lead engagement with private sector stakeholders across GMS countries 
        • Ensure AMR National Action Plans incorporate private sector components across the antibiotic supply chain (manufacturing, importation, distribution, prescribing, dispensing, and waste management) 

        Required Qualifications 

        • Postgraduate degree in public health, health systems, or a related field 
        • Minimum 10 years’ experience leading multi-country health initiatives 
        • Fluency in English is required
        • Demonstrated experience managing cross-functional teams 
        • Experience supporting antimicrobial stewardship initiatives 
        • Proven track record implementing complex programmes in LMIC health systems 

        2. Private Sector Engagement Specialist (International – intermittent, 5 person-months) 

        Key Responsibilities

        • Lead engagement with private sector stakeholders across GMS countries 
        • Support integration of private sector components into AMR National Action Plans 
        • Facilitate collaboration with actors involved in antibiotic manufacturing, importation, distribution, prescribing, dispensing, and waste management 
        • Translate policy priorities into actionable interventions for private sector participation 

        Required Qualifications 

        • Postgraduate degree in public health, pharmacy, or a related field 
        • Minimum 8 years’ experience facilitating public–private collaboration in health 
        • Fluency in English is required
        • Demonstrated ability to translate policy into practical implementation approaches 

        3. Lead Training Specialist (International – intermittent, 5 person-months) 

        Key Responsibilities

        • Design and deliver digital quality improvement (QI) training packages 
        • Work with medical experts to ensure technical accuracy and relevance of training content 
        • Develop and implement digital learning tools and training programmes 
        • Introduce innovative training approaches suitable for low-resource settings 
        • Support interventions that improve access, affordability, and adherence to essential medicines in Southeast Asia 

        Required Qualifications 

        • Postgraduate degree in health informatics or a related field 
        • Minimum 8 years’ experience developing digital learning and QI tools 
        • Fluency in English is required
        • Experience implementing online education and training programmes in health systems 
        • Demonstrated experience introducing digital innovations in LMIC contexts 

        4. Digital Researcher (International – intermittent, 4 person-months) 

        Key Responsibilities

        • Conduct research and analysis supporting digital QI intervention design and implementation 
        • Analyse and synthesise digital data to inform evidence-based decision-making 
        • Support monitoring and evaluation of digital stewardship interventions 
        • Contribute to research on pharmacy practice, digital health, and antimicrobial stewardship 

        Required Qualifications 

        • Postgraduate degree in public health, health informatics, or a related field 
        • Minimum 5 years’ experience in applied research in digital health or pharmacy practice 
        • Fluency in English is required
        • Experience working with multi-country digital networks 
        • Experience supporting interventions addressing access, affordability, and adherence to essential medicines in LMIC settings
