ABOUT THE PROJECT

The project aims to support Monitoring, Evaluation, and Learning (MEL) activities, helping the organization use data and evidence to improve decision-making, accountability, and program performance in global immunization programs.

Location: International (with in-country travel to regional offices as required) 
Reporting to: Programme Director 

1.Workstream Lead – Data and Analytics Director

Key Responsibilities

  • Lead delivery of Workstream 2 assignments 
  • Oversee analytical frameworks and methodologies 
  • Coordinate analytical outputs across countries and programmes 
  • Interface with the Gavi Secretariat and MEL team 
  • Ensure analytical quality and consistency 

Required Qualifications 

  • Advanced degree (Master’s or PhD) in one of the following fields: Data Science; Epidemiology; Statistics; Public Health; Health Economics; Applied Mathematics or Quantitative Social Sciences. 
            • Minimum 15 years of professional experience in global health analytics, MEL systems, or programme analytics. 
            • Proven leadership of large-scale data analytics or MEL programmes involving multi-country datasets. 
            • Experience advising international organisations or global health initiatives on data-driven decision-making. 
            • Demonstrated experience analysing immunisation programme data or health system performance data
            • Experience supervising multidisciplinary teams including data scientists, analysts and MEL specialists
            • Strong understanding of statistical modelling and data analysis frameworks. 
            • Familiarity with large health datasets, including surveys and administrative datasets. 
            • Ability to translate complex analytical outputs into strategic insights for policy decision-making
            • Strong leadership and coordination skills. 
            • Excellent written communication for policy audiences. 
            • Experience engaging with senior stakeholders and technical teams

            2. Engineer / Data Pipeline Architect

            Key Responsibilities

            • Design and implement data extraction pipelines 
            • Develop ETL workflows 
            • Structure datasets for EDW ingestion 
            • Integrate multiple data sources 
            • Ensure data quality and reproducibility 

            Required Qualifications 

            • A Degree in: Computer Science; Data Engineering; Information Systems; Data Science; Software Engineering.
            • Minimum 8–10 years of professional experience in data engineering or data architecture. 
            • Experience designing data extraction and ETL pipelines
            • Experience integrating data from multiple structured and unstructured sources
            • Experience managing large-scale databases or analytics environments
            • Experience working with health or development datasets is highly desirable. 
            • Expertise in programming languages such as: Python; SQL; R (optional but useful) 
            • Experience with: API integrations; Data transformation pipelines; Cloud-based data environments; Database management systems.
                • Experience ensuring data quality and reproducibility of analytical workflows
                • Strong documentation skills for data processes. 
                • Ability to collaborate with analysts and programme specialists. 

                3. Data Scientist / Advanced Analytics Specialist

                Key Responsibilities

                • Conduct statistical modelling 
                • Perform predictive analytics 
                • Analyse programme performance data 
                • Support machine learning or AI applications 
                • Develop analytical frameworks 

                Required Qualifications 

                • MSc or PhD in: Data Science; Statistics; Applied Mathematics; Epidemiology; Econometrics. 
                • Minimum 8–10 years of experience in quantitative data analysis. 
                • Experience developing predictive models and advanced analytical frameworks
                • Experience analysing large multi-country datasets
                • Experience conducting analytics related to health programmes or development initiatives
                • Advanced proficiency in: R; Python; statistical modelling techniques. 
                • Experience applying: Machine learning techniques; predictive modelling; scenario modelling; forecasting methods. 
                • Ability to communicate analytical insights clearly to non-technical audiences. 
                • Experience collaborating with programme teams. 

                4. Health Programme Data Analyst 

                Key Responsibilities

                • Analyse grant design and implementation data 
                • Assess programme performance and trends 
                • Analyse financing and budget allocations 
                • Produce analytical summaries 

                Required Qualifications 

                • A Degree in:  Public Health; Epidemiology; Statistics; Health Economics; Development Studies 
                • Minimum 7–10 years of experience analysing programme data in health or development sectors. 
                • Experience analysing grant or programme implementation data
                • Experience working with administrative datasets and programme performance indicators
                • Experience conducting cross-country or multi-country analysis
                • Proficiency in statistical software such as: R; Stata; Python 
                    • Experience analysing: Survey datasets; programme monitoring data; financial or budget data 
                        • Understanding of immunisation programme indicators and health system metrics
                        • Ability to produce clear analytical summaries for decision-makers

                        5. GIS and Spatial Data Analyst

                        Key Responsibilities

                        • Analyse geographic distribution of coverage and services 
                        • Map subnational indicators 
                        • Support equity and zero-dose analysis 
                        • Integrate GIS datasets 

                        Required Qualifications 

                        • Degree in: Geography; GIS; Spatial Data Science; Environmental Science; Epidemiology with GIS specialization 
                        • Minimum 6–8 years of experience in spatial data analysis. 
                        • Experience analysing subnational health or development datasets
                        • Experience supporting analysis of health service access and coverage gaps
                        • Expertise in GIS tools such as: ArcGIS; QGIS; Spatial analysis tools in R or Python.
                        • Experience integrating spatial data with demographic and programme datasets
                        • Experience producing maps and spatial visualisations for policy audiences
                        • Understanding of spatial analysis applied to equity and service delivery analysis

                        6. Data Visualisation and Dashboard Specialist 

                        Key Responsibilities

                        • Design PowerBI dashboards 
                        • Develop interactive visualisations 
                        • Translate analytical outputs into visual insights 
                        • Improve reporting tools 

                        Required Qualifications 

                        • Degree in: Data Science; Information Systems; Computer Science; Statistics; Data Visualisation. 
                        • Minimum 6–8 years of experience in data visualisation and dashboard design. 
                        • Experience developing interactive dashboards for programme monitoring
                        • Experience working with large datasets and analytical outputs
                        • Advanced expertise in: PowerBI; Tableau or similar visualisation tools 
                        • Experience designing: Dashboards, Interactive reports; Visual analytics products 
                        • Strong user-centred design approach. 
                        • Ability to design visualisations that support decision-making for non-technical audiences

                        7. Evidence Synthesis and Literature Review Specialist

                        Key Responsibilities

                        • Conduct thematic reviews 
                        • Synthesise evidence across countries 
                        • Track evidence generation activities 
                        • Support learning reports 

                        Required Qualifications 

                        • Advanced degree in: Public Health; Epidemiology; Global Health; Social Sciences. 
                        • Minimum 7–10 years of experience conducting literature reviews or evidence synthesis. 
                        • Experience conducting: Systematic reviews, Rapid evidence assessments, Thematic reviews 
                        • Experience synthesising evidence related to global health programmes
                        • Familiarity with: Systematic review methodologies; Literature databases, Grey literature searches. 
                        • Strong analytical writing skills. 
                        • Ability to translate evidence into clear policy-relevant summaries

                        8. MEL Specialist

                        Key Responsibilities

                        • Align analytical outputs with MEL frameworks 
                        • Ensure indicators correspond to learning questions 
                        • Support integration with MEL reporting 

                        Required Qualifications 

                        • Advanced degree in: Monitoring and Evaluation; Public Health; Development Studies; Statistics. 
                        • Minimum 8–10 years of experience designing MEL systems or frameworks. 
                        • Experience working with large development programmes
                        • Experience supporting learning agendas and performance monitoring systems
                        • Expertise in: Indicator frameworks, MEL reporting, Results-based management 
                        • Ability to link analytical outputs to learning and decision-making processes

                        9. Knowledge Translation and Evidence Uptake Specialist

                        Key Responsibilities

                        • Convert analytical outputs into policy briefs 
                        • Produce synthesis reports 
                        • Support evidence uptake across technical teams 
                        • Prepare briefing notes 

                        Required Qualifications 

                        • Degree in: Public Health; Policy Studies; Development Studies; Communications.
                        • Minimum 7–10 years of experience translating technical evidence into policy-relevant outputs. 
                        • Experience producing: Policy briefs; Analytical reports; Learning products. 
                        • Strong analytical writing and communication skills. 
                        • Experience producing evidence briefs and knowledge products
                        • Ability to engage with both technical and policy audiences. 
                        • Experience supporting evidence-informed decision-making

                        10. Project Manager – Data and Analytics

                        Key Responsibilities

                        • Coordinate analytical assignments 
                        • Manage timelines and deliverables 
                        • Coordinate multidisciplinary teams 
                        • Ensure quality assurance 

                        Required Qualifications 

                        • Degree in: Project Management; Public Health; Business Administration; Development Studies. 
                        • Minimum 8–10 years of experience managing analytics or MEL projects. 
                        • Experience coordinating multidisciplinary teams
                        • Experience managing complex projects with multiple deliverables. 
                        • Project management methodologies. 
                        • Experience managing timelines, budgets, and deliverables
                            • Strong coordination and stakeholder management skills. 
                            • Ability to ensure quality control and timely delivery
