Benin is GaneshAID's most comprehensive multi-platform country engagement: C2P supervision coaching, VacciForm/VaxyReach zero-dose AI targeting, and PIC - CIP collaborative intelligence — all embedded within the national EPI with the ANSSP and international partners.
Key Immunisation and Health System Challenges
Benin's EPI faced structural weaknesses across all system layers: poor immunisation service quality, outdated non-digitalised supervision methods, limited workforce performance management capacity, and slow implementation of innovations due to organisational constraints. Hard-to-reach communities and zero-dose children remained persistently underserved despite programme investment.
Partner coordination was also fragmented — without an effective mechanism for systematic review of interventions by Gavi, WHO, UNICEF, AMP, CHAI and local CSOs — limiting programme visibility and governance. The COVID-19 context disrupted routine activities and highlighted the absence of digital tools for continuous training and community monitoring.
GaneshAID responded with three complementary platforms — C2P, VacciForm/VaxyReach, and PIC - CIP — deployed progressively from pilot to national scale across priority communes.

C2P — Coaching to Performance
C2P digitises the process and tools of supportive supervision for EPI staff, harmonising supervision quality and enabling remote monitoring of improvement action implementation. The performance coaching approach allows supervisors to use coaching methods focused on improving EPI staff performance.
Pilot Phase (OKT health zone: Ouidah, Kpomassè, Tori-Bossito — Sep 2024 to Jul 2025): Training of 8 C2P administrators and 20 coaches. Adaptation of checklists to Benin EPI context. Implementation of performance championships. Development of scale-up plan.
Scale-up Phase (9 priority communes — Mar 2025 to Dec 2026): Training of 97 coaches on C2P platform and performance coaching. Rollout of performance championships across priority communes.
VacciForm / VaxyReach
Originally developed as VacciForm for continuous vaccinator training, the solution evolved into VaxyReach with geolocation features for real-time tracking of zero-dose and missed communities. The integrated solution provides m-learning through 7-minute capsules, an interactive map for tracking cases and interventions, and digital reporting for zero-dose outreach.
Scale-up (300 health facilities — Sep 2024 to Jul 2025): Training of 1,800 vaccinators. Capacity strengthening of 6 central platform administrators. User satisfaction survey. Learning pathway tailored for CSOs, media, traditional leaders and general public.
PIC - CIP — Collaborative Intelligence Platform
Co-designed with EPI Benin stakeholders to centralise information on partner interventions (Gavi, WHO, UNICEF, AMP, CHAI, local CSOs), strengthen coordination and improve programme governance. The platform enables partner mapping, publication of results and technical documents, quarterly dashboards for decision-making, and continuous knowledge management and user support.

Benin is GaneshAID's most complex multi-platform country engagement. The partnership model brings together the national EPI, the Agence Nationale de Soins de Santé Primaire (ANSSP), and a wide range of international and community partners around a shared digital governance architecture.

Benin demonstrates GaneshAID's integrated approach at its fullest: C2P strengthens supervision from facility to district level; VaxyReach locates and tracks zero-dose children in real time; PIC - CIP gives the Ministry and all partners a single version of truth. Together they form a coherent, government-owned digital ecosystem for immunisation performance management.
