1. iSC & Cold Chain Assessment (Lead/Senior)
RESPONSIBILITIES
- Provide overall technical leadership for the temperature mapping and transport monitoring studies.
- Design and validate methodological tools, sampling strategies, and data collection procedures in line with EVM and WHO PQS standards.
- Conduct training for the national study team on temperature logger handling, calibration, and data interpretation.
- Supervise and mentor field staff to ensure accurate and consistent data collection.
- Lead the analysis of temperature data, identify hotspots or deviations, and propose corrective actions.
- Coordinate with UNICEF, NDOH, and provincial EPI managers to schedule site visits and ensure alignment with national logistics.
- Draft and finalize the inception report, interim progress reports, and the final technical report.
- Ensure all activities comply with UNICEF’s data protection, child safeguarding, and ethical standards.
QUALIFICATIONS
- Advanced university degree (Master’s or higher) in Public Health, Epidemiology, Cold Chain Engineering, or related discipline.
- Minimum 8 years of relevant experience, including ≥5 CCE or iSC assessment projects within the last 5 years.
- Proven experience leading temperature mapping and monitoring studies in immunization supply chains.
- Demonstrated experience working in low-resource settings (preferably PNG or Pacific region).
- Excellent analytical, coordination, and report-writing skills.
- Strong command of English (written and spoken).
2. Field iSC Monitoring Officer
RESPONSIBILITIES
- Conduct on-site assessments of vaccine cold and freezer rooms at national and provincial levels.
- Install and retrieve calibrated temperature loggers in WICRs/WIFRs and transport containers.
- Ensure correct device placement, activation, and data download according to SOPs.
- Record and maintain field logs, observation sheets, and photos as required.
- Monitor vaccine shipments across various transport modes (air, land, sea) and document excursions.
- Provide on-site guidance to health staff on temperature control and good storage practices.
- Report equipment malfunctions, safety issues, or data irregularities to the coordinator immediately.
- Participate in data validation and review sessions with the coordination team.
QUALIFICATIONS
- Diploma or Bachelor’s degree in Nursing, Health Logistics, Biomedical Engineering, or related field.
- At least 3 years of experience in cold chain operations, EVM assessments, or field data collection for immunization programs.
- Familiarity with temperature loggers, CCE maintenance basics, and vaccine transport procedures.
- Ability to work independently in remote or rural environments.
- Good interpersonal and communication skills.
- Basic proficiency in data entry and digital tools.
- English proficiency; Tok Pisin desirable.
