1.Team Lead / Senior Immunization Advisor
- LoE: 35 days
- Languages: Arabic and English
Key Responsibilities:
- Provide overall strategic and technical leadership for the project.
- Lead coordination with UNICEF Libya, MOH, WHO, and regional partners.
- Oversee and contribute to all work packages (WP1–WP5).
- Ensure alignment of deliverables with UNICEF standards and EVM benchmarks.
- Facilitate the MLM training as Lead Technical Facilitator.
- Supervise the preparation and delivery of the costed cIP.
- Review and finalize all reports and training materials.
Required Qualifications
- Fluency in Arabic and English.
- Minimum 15 years’ experience in immunization systems and EVM implementation.
- Strong track record in institutional capacity strengthening in MENA or LMIC settings.
- Proven facilitation and mentoring skills.
2. Training and Learning Designer
- LoE: 22 days
- Languages: English (Arabic proficiency preferred)
Key Responsibilities:
- Adapt WHO/UNICEF training content to the Libyan context in collaboration with the Immunization Advisor.
- Design the 5-day MLM training agenda, participant materials, and PowerPoint presentations.
- Co-develop the 2-day national cold chain and vaccine handlers’ manual and facilitator guide.
- Integrate instructional design principles and participatory adult learning methodologies.
- Support quality assurance of translated training content.
Required Qualifications
- Strong visual communication and design skills.
- Minimum 10 years in instructional design and training development.
- Experience with e-learning and in-person training modalities in public health.
- Familiarity with cold chain, EVM, or vaccine logistics content.
3. Cold Chain Logistics Specialist
- LoE: 17 days
- Languages: English (Arabic preferred)
Key Responsibilities:
- Advise on technical content of cold chain systems, including practical demonstrations (e.g., Shake test, VVM interpretation, temperature monitoring).
- Assist in adapting and contextualizing the Cold Chain and Vaccine Handler’s Manual.
- Provide technical input during MLM training and orientation of master trainers.
- Ensure alignment with Libya’s TMS, cold chain equipment, and immunization logistics practices.
Required Qualifications:
- Demonstrated ability to translate complex technical content into actionable training modules.
- At least 10 years of experience in immunization logistics and cold chain operations.
- Field experience supporting LMICs or fragile health systems.
4.EVM and cIP Strategy Advisor
- LoE: 12 days
- Languages: English (Arabic an asset)
Key Responsibilities:
- Analyze 2023 EVM assessment data and identify priority system gaps.
- Design and co-facilitate the 4-day cIP consultation workshop.
- Lead the development of the multi-year, budgeted Continuous Improvement Plan (cIP).
- Ensure integration of costing, performance indicators, and implementation timeline.
- Collaborate with MOH and UNICEF to secure endorsement of the final cIP.
Required Qualifications:
- At least 12 years of experience in immunization systems strengthening, EVM, or supply chain planning.
- Demonstrated expertise in costed strategic plan development.
- Familiarity with UNICEF planning tools and budgeting templates.
- Strong workshop facilitation and strategic writing skills.
5. Project Manager & Monitoring-Evaluation Specialist
- LoE: 26 days
- Languages: English (Arabic preferred)
Key Responsibilities:
- Manage work plan implementation, timelines, and deliverable tracking across all WPs.
- Coordinate logistics, team deployment, and partner communications.
- Monitor project indicators and compile periodic updates for UNICEF.
- Organize and document weekly coordination meetings with UNICEF.
- Support internal quality assurance processes and compile reporting dashboards.
Required Qualifications:
- Proficient in Excel, Word, and visual reporting tools.
- 8+ years of experience in project management and M&E for health sector projects.
- Familiarity with Gantt planning, remote coordination, and donor reporting.
- Strong analytical and communication skills.
