ABOUT THE PROJECT

This project will provide technical assistance to the Ministry of Health in Niger to strengthen immunization performance through the scale-up and institutionalization of digital health solutions. Building on previously piloted digital tools, the assignment will focus on enhancing routine immunization monitoring systems, optimizing and expanding the IASO electronic financial justification platform, and supporting its local hosting and interoperability within the national health information ecosystem. Over a 21-month period, the project aims to improve data quality, financial transparency, and evidence-based decision-making while strengthening national capacity to sustainably manage and maintain these digital systems.

Project: Digital Strengthening of Immunization Performance
Location: Niamey, Niger (with in-country travel as required) 
Duration: July 2026 – 31 March 2028, 21-month period
Reporting to: Programme Director 

1. Project Director – Digital Immunization Strengthening

Level of Effort: 

20% over 21 months (July 2026 – March 2028) 

Role Purpose 

Provide strategic oversight and executive-level supervision of the assignment to ensure effective scaling and institutionalization of digital immunization systems within Niger’s national health ecosystem. 

The Project Director ensures alignment with Ministry of Health priorities, quality assurance of deliverables, and compliance with contractual requirements. 

Key Responsibilities

  • Provide strategic leadership and oversight across all technical streams. 
  • Serve as senior liaison with: Ministry of Health (MoH); Immunization Directorate (DI); Development partners.
  • Ensure quality control of technical outputs and reports. 
  • Oversee risk management and mitigation planning. 
  • Approve workplans and monitor implementation milestones. 
  • Support high-level stakeholder engagement and political buy-in. 
  • Ensure sustainability and institutionalization strategy is implemented. 

Required Qualifications 

  • Master’s degree or higher in Public Health, Digital Health, Health Systems, or related field. 
  • Minimum 12 years of experience in health systems strengthening. 
  • Proven experience managing digital health transformation projects in LMICs. 
  • Prior experience in Niger or Francophone West Africa strongly preferred. 
  • Strong stakeholder management and government engagement experience. 
  • Fluency in French required. 

2. Technical Lead – Digital Health Systems & IASO Scale-Up

Level of Effort: 

40% over 18 months 

Role Purpose 

Lead technical implementation of the scale-up, optimization, and institutionalization of IASO and immunization performance monitoring systems. 

Key Responsibilities 

  • Develop and oversee technical roadmap for: IASO optimization; Dashboard enhancement; System integration.
        • Supervise Interoperability Engineer and BI Specialist. 
        • Ensure alignment with national digital health architecture. 
        • Lead technical design reviews and validation workshops. 
        • Oversee system testing, quality assurance, and deployment. 
        • Support development of sustainability and transition plan. 

        Required Qualifications 

        • Master’s degree in Digital Health, Health Informatics, Information Systems, or related field. 
        • Minimum 8–10 years of experience in digital health systems strengthening. 
        • Experience scaling digital platforms in government settings. 
        • Knowledge of HIS ecosystems (e.g., DHIS2, HMIS integration frameworks). 
        • Experience working in Francophone Africa preferred. 
        • Fluency in French required. 

        3. Interoperability & HIS Engineer 

        Level of Effort: 

        30% over 12 months 

        Role Purpose 

        Design and implement interoperability solutions and support local hosting of IASO within Niger’s national health information ecosystem. 

        Key Responsibilities 

        • Design interoperability architecture between IASO and national systems. 
        • Develop and configure APIs and data exchange mechanisms. 
        • Support establishment of local hosting infrastructure. 
        • Ensure compliance with national data governance standards. 
        • Conduct system integration testing. 
        • Support documentation and knowledge transfer to local IT teams. 

        Required Qualifications 

        • Degree in Computer Science, Information Systems, or related technical field. 
        • Minimum 7 years of experience in health information systems integration. 
        • Demonstrated experience with interoperability standards (HL7, FHIR, APIs). 
        • Experience in server management and cloud/on-prem hosting. 
        • Experience in Niger or similar contexts preferred. 
        • Fluency in French required. 

        4. Business Intelligence & Dashboard Specialist

        Level of Effort: 

        30% over 12 months 

        Role Purpose 

        Strengthen routine immunization monitoring through development and optimization of automated reports, dashboards, and data visualization tools. 

        Key Responsibilities 

        • Assess existing dashboards and reporting systems. 
        • Enhance automated reporting workflows. 
        • Develop user-friendly visualization tools for national and subnational levels. 
        • Improve data quality monitoring features. 
        • Train MoH staff on dashboard use and interpretation. 
        • Develop dashboard SOPs and documentation. 

        3. Required Qualifications 

        • Degree in Data Science, Biostatistics, Public Health, or related field. 
        • Minimum 7 years of experience in health data analytics. 
        • Experience developing dashboards (e.g., Power BI, Tableau, DHIS2 analytics). 
        • Strong knowledge of immunization indicators and performance monitoring. 
        • Experience in LMIC contexts required. 
        • Fluency in French required. 

        5. Capacity Building Lead

        Level of Effort: 

        25% over 18 months 

        Role Purpose 

        Lead capacity strengthening efforts to ensure full mastery, adoption, and institutionalization of IASO and immunization monitoring tools by national stakeholders. 

        Key Responsibilities 

        • Conduct training needs assessment. 
        • Develop comprehensive capacity building strategy. 
        • Design and deliver Training of Trainers (ToT). 
        • Develop user manuals, SOPs, and training materials. 
        • Support change management and user adoption. 
        • Establish sustainability and knowledge transfer mechanisms. 

        Required Qualifications 

        • Master’s degree in Public Health, Education, Health Systems, or related field. 
        • Minimum 8 years of experience in health workforce capacity building. 
        • Experience implementing digital health adoption programs. 
        • Strong facilitation and training skills. 
        • Experience working with Ministries of Health in LMICs. 
        • Fluency in French required. 

        6. Niger-Based Project Coordinator

        Level of Effort: 

        50–70% over 21 months 

        Role Purpose 

        Provide day-to-day coordination, government liaison, operational oversight, and local facilitation of all project activities. 

        Key Responsibilities 

        • Serve as primary operational focal point in Niger. 
        • Coordinate with Immunization Directorate and IT units. 
        • Support scheduling of workshops and trainings. 
        • Monitor progress against workplan. 
        • Facilitate communication between technical team and MoH. 
        • Support local troubleshooting and issue escalation. 
        • Ensure documentation of meetings and decisions. 

        Required Qualifications 

        • Degree in Public Health, Health Management, or related field. 
        • Minimum 7 years of experience working with Niger MoH or health sector partners. 
        • Strong coordination and stakeholder engagement experience. 
        • Experience supporting digital health initiatives preferred. 
        • Fluency in French required.
