ABOUT THE PROJECT

Programme: EPI, Guinea-Bissau 
Location: Bissau (with in-country travel as required) 
Duration: Long-term assignment aligned to April 2026 – March 2029 (phased LOE) 
Reporting to: Programme Director 

POSITION PURPOSE

The Senior LMC Lead will provide embedded, hands-on technical leadership to strengthen leadership, management and coordination capacities of the Expanded Programme on Immunization (EPI) in Guinea-Bissau. The role focuses on institutional performance, decision-making quality, accountability and sustainability, rather than operational delivery. 

The postholder will act as the primary technical interface with EPI leadership, UGCP and Gavi, and will drive measurable improvements in governance, planning, coordination and management practices at central and regional levels. 

KEY RESPONSIBILITIES

Leadership, Governance and Mandate Clarification

  • Lead the clarification and operationalisation of mandates, roles and responsibilities across EPI, ICC, ICC subcommittees, NITAG and UGCP. 
  • Support the revision and validation of EPI organigrammes, job descriptions and performance indicators. 
  • Strengthen delegation, autonomy and accountability of EPI unit heads and regional managers. 

Programme Management and Decision-Making Strengthening

  • Establish and institutionalise structured planning, monitoring and review processes. 
  • Introduce and embed formal decision- and recommendation-tracking mechanisms, ensuring follow-up on agreed actions (including EVM/GEV and other assessment recommendations). 
  • Support leadership teams to prioritise, sequence and monitor actions aligned with the National Immunisation Strategy. 

Coordination and Stakeholder Engagement

  • Revitalise coordination structures (EPI internal meetings, ICC, NITAG and partner forums) to function as performance-oriented platforms, not procedural validation bodies. 
  • Support the design and implementation of structured meeting cascades (calendars, agendas, minutes, action trackers). 
  • Strengthen coordination between central EPI, regional levels, UGCP and partners. 

Capacity Building, Coaching and Skills Transfer 

  • Deliver on-the-job coaching and mentoring to senior and mid-level EPI staff, with a strong focus on leadership behaviours, supervision and team management. 
  • Guide the design and implementation of an integrated capacity building and supervision plan. 
  • Ensure skills transfer is explicit, measurable and sustained, including through training-of-trainers approaches. 

Gender-Responsive Leadership and Inclusion

  • Ensure leadership development, coaching and TA delivery are gender-responsive and inclusive. 
  • Support identification and mentoring of female leaders at central and regional levels. 
  • Monitor progress toward agreed gender representation and participation objectives. 

Coordination with Partners

  • Serve as the primary technical focal point for engagement with Gavi on LMC-related issues. 
  • Ensure coherence with other Gavi-funded and partner-supported interventions. 
  • Contribute to reporting, learning documentation and sustainability planning. 

REQUIRED QUALIFICATIONS

  • Advanced degree (Master’s or equivalent) in public health, health systems, public administration, management, international development or a related field. 
  • Minimum 12–15 years of relevant professional experience in health systems strengthening, immunisation programmes, or public sector reform. 
  • Demonstrated experience working embedded within Ministries of Health or equivalent government structures, ideally in low-income or fragile settings. 
  • Proven track record in strengthening leadership, management, governance and coordination—not only technical service delivery. 
  • Strong facilitation, coaching and change-management skills, with the ability to influence without authority. 
  • Experience working with or alongside Gavi-supported programmes, ICCs, NITAGs or similar coordination mechanisms. 
  • Excellent analytical and communication skills, including the ability to translate complex institutional issues into practical, implementable solutions. 

Desirable 

  • Prior experience in West Africa or Lusophone contexts. 
  • Familiarity with National Immunisation Strategies and donor-funded health programmes. 
  • Experience integrating gender equity considerations into leadership and institutional strengthening initiatives. 
  • Working knowledge of DHIS2 and use of routine data for management decision-making (at strategic, not technical-administration level). 

Language Requirements 

  • Fluency in English or French (written and spoken) required. 
  • Working knowledge of Portuguese and/or Portuguese Creole is a strong asset.
