ABOUT THE PROJECT
Programme: EPI, Guinea-Bissau
Location: Bissau (with in-country travel as required)
Duration: Long-term assignment aligned to April 2026 – March 2029 (phased LOE)
Reporting to: Programme Director
1.TEAM LEADER – SENIOR LEADERSHIP, MANAGEMENT AND COORDINATION (LMC) REFORM SPECIALIST (Portuguese-speaking)
Duty Station: Periodic missions to Bissau
Level of Effort: Approx. 80–100 days per year
PURPOSE OF THE ROLE
The Team Leader will provide overall strategic direction and technical leadership for the LMC Technical Assistance to the Expanded Programme on Immunization (EPI) in Guinea-Bissau. The role focuses on institutional governance reform, leadership strengthening, and structured performance management in alignment with the National Immunisation Strategy.
KEY RESPONSIBILITIES
Strategic Governance Reform
- Lead the assessment and redesign of EPI organigramme and role clarity frameworks.
- Guide development of performance indicators and accountability mechanisms for central EPI staff.
- Oversee clarification of mandates between EPI, ICC, NITAG and UGCP.
Institutional Coordination Strengthening
- Provide strategic guidance on revitalisation of ICC and NITAG structures.
- Support establishment of formal decision-tracking and follow-up mechanisms.
- Ensure structured meeting cascade is institutionalised.
Supervision and Performance Systems
- Design high-level performance and supervision frameworks.
- Validate retention and motivation strategies for EPI leadership.
Quality Assurance
- Approve deliverables prior to submission to MoH and Gavi.
- Ensure adaptive management across phases (Assess, Design, Implement, Sustain).
REQUIRED QUALIFICATIONS
- Advanced degree in Public Health, Health Systems, Public Administration or related field.
- Minimum 15 years of experience in public sector health governance reform.
- Demonstrated experience supporting Ministries of Health in low- or lower-middle-income countries.
- Proven expertise in organisational restructuring, performance frameworks, and institutional coordination mechanisms.
- Fluency in Portuguese (mandatory).
- Experience in fragile or aid-dependent contexts preferred.

2. EMBEDDED SENIOR LMC ADVISOR
Duty Station: Bissau, Guinea-Bissau
Level of Effort: Approx. 220 days per year
PURPOSE OF THE ROLE
The Embedded Senior LMC Advisor will work daily within the EPI office to operationalise leadership, management and coordination reforms. The Advisor will provide on-the-job coaching, ensure structured planning and monitoring systems are implemented, and progressively transfer capacity to national counterparts.
KEY RESPONSIBILITIES
Daily Institutional Coaching
- Mentor EPI leadership and unit heads on delegation, planning and accountability.
- Support clarification of roles and responsibilities across units.
- Strengthen proactive leadership behaviours.
Meeting and Coordination Systems
- Operationalise structured meeting cascade (weekly, monthly, quarterly).
- Ensure agendas, documentation templates, and action trackers are used consistently.
- Maintain decision-tracking dashboard and follow-up mechanisms.
Planning and Monitoring Systems
- Support integrated annual and semi-annual workplan development.
- Align supervision plans with training and performance gaps.
- Facilitate structured programmatic data review forums.
Capacity Transfer
- Identify at least 50% female resource persons and mentor them.
- Develop skills transfer plan and succession roadmap.
- Gradually shift from hands-on implementation to advisory role.
REQUIRED QUALIFICATIONS
- Advanced degree in Public Health, Health Systems Management, or related field.
- Minimum 10 years of experience in health systems strengthening or public sector management.
- Proven experience embedded within Ministries of Health or equivalent institutions.
- Strong facilitation and mentoring skills.
- Fluency in Portuguese (mandatory).
- Prior experience in West Africa or fragile contexts preferred.

3.DATA USE AND PRODUCTIVITY SYSTEMS SPECIALIST
Duty Station: Short missions to Bissau + remote support
Level of Effort: Approx. 40–60 days per year
PURPOSE OF THE ROLE
The Specialist will strengthen systematic use of existing data systems and productivity tools to support evidence-based decision-making and efficient programme management.
KEY RESPONSIBILITIES
Support EPI to use DHIS2 dashboards for routine performance review.
- Develop simplified decision-tracking dashboards.
- Train EPI staff on Microsoft Office suite for structured reporting and analysis.
- Introduce shared calendar and document management systems.
- Provide light-touch AI workflow guidance where appropriate.
REQUIRED QUALIFICATIONS
- Degree in Data Science, Public Health Informatics, or related field.
- Minimum 7 years of experience in health information systems.
- Demonstrated expertise in DHIS2 and productivity platforms.
- Experience training public sector teams in low-resource environments.
4. GENDER AND LEADERSHIP INTEGRATION SPECIALIST
Duty Station: Short missions
Level of Effort: Approx. 20–30 days per year
PURPOSE OF THE ROLE
To ensure integration of gender equity within leadership, management and supervision reforms.
KEY RESPONSIBILITIES
- Conduct gender analysis of EPI leadership representation.
- Integrate gender metrics into performance frameworks.
- Support leadership development for female EPI managers.
- Develop practical gender equity action plan.
REQUIRED QUALIFICATIONS
- Advanced degree in Gender Studies, Public Health or Social Sciences.
- At least 8 years experience in gender integration in health systems.
- Experience in Sub-Saharan Africa preferred.
5. NATIONAL LMC ASSOCIATE
Duty Station: Bissau
Level of Effort: Approx. 220 days per year
PURPOSE OF THE ROLE
To support continuity, documentation, and institutionalisation of LMC tools and systems.
KEY RESPONSIBILITIES
- Maintain meeting documentation and decision tracker.
- Ensure structured archiving of EPI documents.
- Support dashboard updates and reporting.
- Assist in training preparation and logistics coordination.
- Serve as national knowledge transfer focal point.
REQUIRED QUALIFICATIONS
- Degree in Public Health, Management or related field.
- 3–7 years of professional experience.
- Fluency in Portuguese.
- Strong organisational and documentation skills.
