MISSION

This project aims to support the provincial governments of Sindh, Khyber Pakhtunkhwa, and Punjab in designing and institutionalizing health financing reforms. Priorities include strengthening strategic purchasing, contract management for outsourced services, and PFM systems for PHC. The assistance will also build institutional capacity, promote dialogue on reforms, and advance gender-responsive financing through tools like gender budgeting and equity-based purchasing. Inclusive governance will be supported by enhancing women’s participation in decision-making and integrating gender equity in oversight frameworks.

1.Team Lead/ Health Financing Expert

      Location: Islamabad (with regular travel to Punjab, Sindh, and KP)

      Key Responsibilities:

      • Lead overall project implementation and coordination with Gates Foundation, World Bank, and NHSP stakeholders.
      • Provide strategic oversight of all technical outputs across strategic purchasing, PFM, and capacity building.
      • Ensure quality assurance, alignment with donor priorities, and government ownership.

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
      • Advanced degree in Public Health, Health Economics, or related field.
      • At least 12 years of experience in health financing reforms and donor-funded programs.
      • Strong leadership, coordination, and stakeholder engagement skills.
      • Previous experience in Pakistan or similar devolved settings is preferred.

      2. Strategic Purchasing Specialist

      Location: Flexible base in Pakistan; frequent travel to provinces

      Key Responsibilities:

      • Provide technical assistance in designing and implementing strategic purchasing mechanisms.
      • Develop service packages, payment models (e.g., capitation, PBF), and provider contracts.
      • Support establishment or strengthening of Strategic Purchasing Units (SPUs).

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
        • Master’s degree in Health Economics, Financing, or Public Policy.
        • Minimum 8 years of experience in provider payment design or purchasing strategies.
        • Knowledge of PHC systems and service costing in LMICs is essential.

        3. Contract Management Specialist

        Location: Lahore (Punjab-specific focus)

        Key Responsibilities:

        • Support the development of contract frameworks for PHC outsourcing (BHU/RHC).
        • Develop KPIs, performance monitoring tools, and grievance mechanisms.
        • Train provincial staff in contract oversight and dispute resolution.

        Profile Requirements:

        • English proficiency is required; knowledge of local languages is an asset.
          • Background in Law, Business Administration, or Health Management.
          • At least 7 years of experience in public contracting, especially in service outsourcing.
          • Familiarity with Punjab’s PHC contracting models is a plus.

          4. Gender & Equity Advisor

          Key Responsibilities:

          • Integrate gender-responsive budgeting, sex-disaggregated tracking, and equity-weighted mechanisms.
          • Support development of inclusive governance and accountability frameworks.
          • Lead consultations with women-led organizations and community representatives.

          Profile Requirements:

          • English proficiency is required; knowledge of local languages is an asset.
          • Degree in Gender Studies, Social Policy, or Public Health.
          • At least 7 years of experience in gender and equity-focused health programming.
          • Proven ability to operationalize equity frameworks in financing reforms.

          5. Public Financial Management (PFM) Specialist

          Location: Based in Islamabad or Lahore/Karachi; travel to all provinces

          Key Responsibilities:

          • Conduct PFM diagnostics and lead reforms aligned with purchasing and accountability.
          • Design expenditure tracking, budgeting, and fund flow systems for PHC.
          • Support legal and procedural reforms in PFM (with Sindh-specific focus).

          Profile Requirements:

          • English proficiency is required; knowledge of local languages is an asset.
          • Degree in Finance, Accounting, Economics, or Public Administration.
          • At least 8 years in public financial management reform, preferably in health.
          • Experience with program-based budgeting and financial reporting systems in government.

          6. Provincial Liaison Officer(s)

          Key Responsibilities:

          • Liaise with respective provincial health departments (Sindh, KP, Punjab).
          • Support implementation tracking, data collection, and field coordination.
          • Communicate provincial concerns, bottlenecks, and best practices to the central TA team.
          • Strengthen relationships with local actors and stakeholders.

          Profile Requirements:

          • English proficiency is required; knowledge of local languages is an asset.
          • Mid-level professional with experience in provincial health systems.
          • Proven coordination and communication capacity at sub-national level.
