MISSION

This project aims to support the provincial governments of Sindh, Khyber Pakhtunkhwa, and Punjab in designing and institutionalizing health financing reforms. Priorities include strengthening strategic purchasing, contract management for outsourced services, and PFM systems for PHC. The assistance will also build institutional capacity, promote dialogue on reforms, and advance gender-responsive financing through tools like gender budgeting and equity-based purchasing. Inclusive governance will be supported by enhancing women’s participation in decision-making and integrating gender equity in oversight frameworks.

1.Team Lead/ Health Financing Expert

      Key Responsibilities:

      • Lead and coordinate the overall technical assistance to national and provincial governments.
      • Engage with stakeholders including provincial health departments, NHSP, BMGF, and WB.
      • Ensure quality assurance across strategic purchasing, PFM, and contract management deliverables.
      • Facilitate national and provincial dialogue on health financing reforms.
      • Guide the integration of gender equity into financing strategies and systems.

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
      • Senior expert with experience in health financing in Pakistan and LMICs.
      • Proven leadership in multi-component health reform programs.
      • Strong stakeholder engagement and negotiation skills.

      2. Strategic Purchasing & PFM Specialist

      Key Responsibilities:

      • Design purchasing models aligned with provincial PFM systems.
      • Improve budget execution, provider payment mechanisms, and expenditure tracking.
      • Coordinate across provinces to identify reform opportunities.
      • Support capacity-building for sustainable adoption.

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
      • Mid-senior expert with PFM and strategic purchasing experience.
      • Familiarity with provincial-level financial governance in Pakistan.

      3. Contracting & Institutional Capacity Specialist

      Key Responsibilities:

      • Develop contracting frameworks and KPIs for performance monitoring.
      • Support legal review and build capacity in CMUs and HFUs—especially in Sindh.
      • Advise on institutional governance models for contract oversight.

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
      • Expert in contract management and health systems strengthening.
      • Experience working with legal and administrative processes in Pakistan.

      4. Gender & Equity Advisor (Part-Time or Shared)

      Key Responsibilities:

      • Integrate gender tools: budgeting, sex-disaggregated tracking, equity-weighted purchasing.
      • Enhance participation of women and marginalized groups in decision-making.
      • Embed gender equity indicators in oversight frameworks and provincial plans.
      • Build capacity of government stakeholders on gender and equity in health financing.

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
      • Experience in gender-responsive financing and community engagement.
      • Familiarity with local governance structures and civil society in Pakistan.

      5. MEL & Knowledge Specialist

      Key Responsibilities:

      • Design MEL framework aligned with TA objectives.
      • Facilitate data-driven learning and documentation across provinces.
      • Support provincial uptake of good practices.
      • Coordinate knowledge-sharing workshops and briefs.

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
      • MEL and health policy communication specialist.
      • Experience with MEL design and implementation in complex health systems.

      6. Provincial Liaison Officer(s)

      Key Responsibilities:

      • Liaise with respective provincial health departments (Sindh, KP, Punjab).
      • Support implementation tracking, data collection, and field coordination.
      • Communicate provincial concerns, bottlenecks, and best practices to the central TA team.
      • Strengthen relationships with local actors and stakeholders.

      Profile Requirements:

      • English proficiency is required; knowledge of local languages is an asset.
      • Mid-level professional with experience in provincial health systems.
      • Proven coordination and communication capacity at sub-national level.
