Partnership and Action for a Stronger Immunization Supply Chain in Libya

In November 2025, leaders and technical teams from across Libya’s immunization system will gather in Tripoli for a national workshop dedicated to shaping Libya’s next Continuous Improvement Plan (2026–2030) based on the Effective Vaccine Management assessment. This workshop brings together the people who ensure vaccines reach communities every day, including cold-chain and logistics staff from the NCDC, national data managers, and regional and municipal EPI officers. It creates a space where national leadership, regional experience and international expertise can work together toward practical improvements for the vaccine supply chain.

Guiding the process is Dr. Salem Mohammed Shenaisheh, EPI Director at the National Center for Disease Control. His leadership ensures that every discussion reflects Libya’s priorities and the realities faced at national and subnational levels. His presence affirms the country’s commitment to strengthening immunization services for all communities.

The workshop is enriched by the engagement of UNICEF and WHO. Dr. Srihari Dutta, Regional Health Specialist from UNICEF MENARO, and Dr. Mohammed Abugalia, Health Officer at UNICEF Libya, contribute insights from regional and country programs, helping connect global standards with Libya’s current context. Specialists from WHO Libya and the EMRO Immunization team support the technical depth of the discussions, providing clarity on best practices and operational requirements.

GaneshAID contributes its experience in planning and supply chain improvement. Dorothy Leab, Founder and CEO of GaneshAID, and Ali Muhaidat, Cold Chain and Planning Specialist, accompany participants throughout the workshop. Their role is to facilitate group work sessions, guide joint planning, support analysis and help structure ideas into a feasible and community centered improvement plan. Through collaborative exercises and shared reflection, participants identify root causes, set priorities and outline realistic steps for the coming years.

The workshop brings together 22 participants representing national departments, municipal officers, cold chain technicians and partner organizations. Working side by side allows them to reflect on the findings of the recent EVM assessment and share practical knowledge from daily operations. These conversations help ensure that the improvement plan responds to real challenges experienced in facilities and stores across the country.

By the end of the workshop, participants will have shaped a plan that outlines clear actions, required resources and a monitoring approach to track progress. Most importantly, the days spent together strengthen cooperation among institutions and individuals dedicated to immunization. This shared effort supports a future where vaccines are managed and delivered with greater reliability and where communities benefit from a stronger health system.
