Cold Chain & Vaccine Management Training Strengthens Libya’s Immunization System

Tunis, Tunisia – from 15 to 19 September 2025 – GaneshAID is facilitating Libya’s Mid-level Managers Training in Cold Chain and Vaccine Management (CCVM). The program brings together national and sub-national immunization programme managers of Libya, equipping them with practical skills in vaccine handling and cold chain management to strengthen the country’s immunization supply chain.

In 2023, Libya’s national Effective Vaccine Management (EVM) assessment recorded a score of 45%, well below the global benchmark of 80%, highlighting urgent gaps in vaccine and cold chain management that the training aims to address.

“This training responds directly to the gaps identified in Libya’s 2023 EVM assessment, equipping immunization managers with practical skills to strengthen cold chain capacity, reach zero-dose children, and reduce vaccine wastage — in line with Africa CDC’s 2023–2027 strategic priorities under the Saving Lives and Livelihoods (SLL) Phase 2 program,” said Dr. Ahmed Tijani Abubakar, Regional Emergency Preparedness and Response Lead, Africa Centres for Disease Control and Prevention (Africa CDC).

Throughout the five-day program, participants gain a thorough understanding of the EPI supply chain system, including key steps in planning, implementation, monitoring, and supervision. They practice conducting both supervisory and targeted EVM assessments, analyzing results, and developing costed Continuous Improvement Plans (cIP) that can be integrated into the Ministry of Health’s annual plans.

Beyond planning and analysis, the training emphasizes practical application: participants engage in group exercises, case studies, and role-plays to reinforce newly acquired knowledge and skills. These activities allow participants not only to internalize technical concepts but also to develop strategies for cascading the training to colleagues, ensuring that best practices in vaccine and cold chain management are shared and sustained across the health system.

Developed under UNICEF’s leadership, the CCVM training package draws on global resources from WHO and the National Cold Chain and Vaccine Management Resource Centre (NCCVMRC) in India, which provided technical expertise and developed the original South Asia course. For Libya, GaneshAID updated, contextualized, and facilitated the training, ensuring that international standards are applied effectively in the local context. The sessions also include an additional module on supply chain management, supporting practical learning and knowledge transfer.

The training is supported by the Africa CDC and the Mastercard Foundation through the Saving Lives and Livelihoods (SLL) program, which expands its reach and ensures stronger impact. The UNICEF Libya Country Office and MENARO provide technical guidance and coordination, while the National Centre for Disease Control (NCDC Libya) and the Ministries of Health in Libya and Tunisia serve as national partners hosting and supporting the training.
