On 11 January 2016, Vietnam Ministry of Health organized the Health Partnership Group (HPG) meeting in Hanoi. The theme of this meeting is National Action Plan to implement Sustainable Development Goals (SDGs) in alignment with the five year Action Plan of the health sector.
The meeting was co-chaired by Madam Nguyen Thi Kim Tien, Mr. Youssouf Abdel-Jelil, UN Resident Coordinator a.i., Country representative of UNICEF in Vietnam, and representatives from WHO and UNFPA. More than 200 people participated in the meeting including MoH, Ministry of Planning and Investment, other ministries, research institutes, universities, provincial departments of health, development partners (the UN and bilateral development agencies), INGOs, CSOs, and the private sector.
This meeting is a breakthrough, according to Mr. Youssouf Abdel-Jelil, because the meeting was the first sectoral-focused SDG discussion following the drafting of the National SDG Action plan, and it re-affirmed people’s centrality in the SDGs and health at the core of human development. To achieve SDGs it requires the efforts of the whole nation and therefore multi-sectoral action is not optional but imperative. The health sector will need to forge partnerships with other sectors and strengthened policy dialogue between government and its partners (including CSOs and the private sector) will be crucial to ensure attaining health goals.
In the meeting, representative from Ministry of Planning and Investment shared the content and processes for developing the National Plan and the Government’s intentions for coordinating efforts and assigning responsibility to the relevant ministries. Representative from Department of Planning and Finance, MoH shared the Ministry’s Plan for implementing the health-related targets in alignment with the five-year action plan 2016-2020.
Minister Nguyen Thi Kim Tien listed six achievements of Vietnam health sector during 2011 – 2016 including achievements on universal health insurance, local health network, health staff’s attitude towards patient’s satisfaction, financial mechanism innovation, MDGs, and Vietnam to be voted to be a member of the WHO’s executive committee. Madam Minister also called for the support from department partners to help Vietnam deal with the challenges of aging population, financial mechanism innovation, comprehensive health sector innovation, health service price adjustment, family doctor in linkage to primary healthcare, NCD prevention, and local health promotion.

In the meeting, department partners expressed their commitment to support SDG implementation of Vietnam. They called for the Ministry of Health to initiate multisectoral consultations to implement the SDGs, and to formally articulate the support to the implementation of the SDG National Action Plan. They commit to monitor and evaluate their support to Vietnam.
A video highlighting HPG key achievements in the year 2016 was presented to all participants before the meeting closed.
GaneshAID commits to support HPG’s activities. The company is a member of core group led by the World Health Organization Vietnam. The core group provides consultation for the activities of HPG in the linkage with department partners’ support to the health sector of Vietnam. In this meeting, GaneshAID helped to develop the video on reviewing HPG’s activities in 2016.
HPG was established in 2004 by Vietnam Ministry of Health. It is the high-rank policy dialogue in Health sector, involving the MoH, development partners including NGOs, and other government ministries In order to improve overall effectiveness of external support to the health sector.
